Sistem Pengelolaan Surat Keterangan (SIMRAKET) is a system that built to meet the needs of increased service certificate on the certificate creation and search. During this time Kelurahan Ngaglik Kota Batu still searching manually on the register book and archive letter paper. In this way it will complicate the service. With this system are expected to staff of Secretary, the Secretary, and the Lurah Ngaglik Batu can more easily search for the letter and make a statement more organized. This study investigated based on the business processes of Ngaglik Batu village in the process of making a statement. On the development, SIMRAKET using technology of HTML5 and jquery plugin CKEditor for certificate making process  as well as using the pluginTabletools to presenting data and search data feature from certificate. HTML5 technology and jquery plugins CKEditor selected so that the users of the system who are not familiar with the advance technology can be used easily since the display is made similar to MS Word. For functional testing, test results obtained on SIMRAKET already meet the requirments of the client
